They didn't do a 2 litre turbo,it's the same engine they put in the mk.3 GTI and in my opinion although it's got 10 BHP less than the 1.8,it's higher torque figure makes it MUCH nicer to drive.

The 1.8 without a turbo is just a gutless wonder and fortunately was only fitted for the first 18 months or so of mk.4 production, after that they were all 2 litre 8 valvers.

You would be best getting a 1.8T if your going to choose between the 1.8 and 2.0.

The 2.8 is the better drive though, and can have roughly the same power for the same money as a 1.8T contrary to all the talk about how they aint as tunable (granted, there aint so much gain, mainly because they start off with more power, but after about £1k of sensible mods, both the V6 and 1.8T will be between 230-240 BHP, but the V6 will have 4wd and no turbo lag).

In summary, if you have to stick to the smaller engine, get the 1.8 Turbo, non-turbo engines are a waste of time (in my opinion). If you can get to the V6, do it. The note alone makes it worth it.
