Mine is snug up against the glass.IIRC there is a thin tab that runs the length of the cowl which is inserted into a slot on the receiving piece underneath. It can be a bit of a fiddle and if it's not done carefully the tab can be bent and then not slot in. Then the whole thing won't sit flush which is perhaps what they've done.
